Gaslights, Epidemics, and Vagabond Cows is a fascinating

An urban biography, it examines city life from its earliest
beginnings in the seventeenth century through to the First
World War.  Described in great detail are topics such as the
lively struggles for pure water and better sewerage facilities,
an analysis of Charlottetown’s political elite, the beginnings
of the Charlottetown Police Force, and the impact of typhoid
and smallpox epidemics.  

Two additional chapters provide the flavour of the city in
1855 and 1914 through the use of fictional letters, based upon
authentic primary sources.

"In 1798, Charlottetown was a small, stagnant community of 416 people huddled in a few wooden shacks
surrounding the harbour.  By 1914, the population had increased to over 11,000, and its proportion of the
Island's total population had doubled from 6 to 12 percent.  Throughout this period, but especially following
incorporation in 1855, the City Fathers wrestled with the problems of private versus public ownership of
essential services, sought to walk a fine line between balancing the budget and providing better health facilities,
and attempted to wrench themselves free of constricting political and economic provincial controls.  In the
process, the civic government laid the groundwork for present-day Charlottetown."
